This is a ten year performance-based contract which is known as ‘Bay Roads’ and covers a combined State Highway and local road network of 1185 km in New Zealand's North Island. It is a joint initiative between New Zealand Transport Agency (formerly Transit New Zealand) and Western Bay of Plenty District Council (WBoPDC).

The Bay Roads team is highly customer-focussed and key features of the contract include:

• WBoPDC and New Zealand Transport Agency act as one voice in Western Bay of Plenty.
• Combines 1030 km of Local Roads and 150 km of State Highways into one contract.
• Includes maintenance of all roads and associated infrastructure, seal extensions and rehabilitation construction.
• Is “Performance” and “Outcome” based, rather than input and meets specifications.
