Opus has been engaged by Hertfordshire Highways (An agency of Hertfordshire County Council) to implement and annually review its Pavement Performance Model since 2002. In that time Opus has worked very closely with the Asset Management Team to refine and develop the model to reflect local practice and performance expectations.
The developed process use Coarse Visual Inspection data, Falling Weight Deflectometer and Ground Penetrating Radar and Councils’ HERMIS system of highway assets as its base information.
The model was initially developed to align with UKPMS which utilises a number of indices to reflect network conditions. It was found though that the indices were not representing the asset management motivations of Council and therefore not resulting in appropriate project level treatment selections.
The model is used by HCC to provide input into development of the annual planned works programme and to assess the impact of various investment levels over a 10-year planning horizon.
