Opus was commissioned to produce an application for DfT funding in the form a Major Scheme Business Case (Annex E application). The application is for a new strategic link road that would provide a designated and appropriate route for HGV’s travelling to and from the Immingham Docks, the UK’s largest port.
DfT have strict guidelines for funding applications and require the presentation of a comprehensive, researched case. Following the advice the business case was structured around five key sections – Strategic, Appraisal, Delivery, Financial and Commercial.
Under these headings we constructed a case to show the need for the project, its context in local, regional and national objectives, and conducted extensive consultation with the public, stakeholders and relevant statutory bodies. The SATURN modelling was completed for all peak periods, and future years, in an effort to produce a robust appraisal using expected costs and benefits in economic terms, conducted using TUBA. Evidence that the implementation of the proposal has been considered, and is achievable (project management systems and suitable personnel) was included. Assessment of both construction and funding risks, and potential buildability and procurement issues was produced.
